In marketization,globalization and under the background of the separation of powers,the development strategy of Chinese provinces within their respective provincial master more and more on the initiative,at the same time,each province provincial capital has more powerful political resources,lead to its development too fast,absorption of the surrounding city all kinds of elements,which widens the development gap between provincial cities in,as a result,caused by rapid economic development and urban spatial agglomeration economic differences become an important topic of spatial economics deposit as soon as possible.However,the speed of development in the central region is far less than that in the east and west,and there was once a "concave" development situation in the east and west.In order to keep pace with the rapid development of the eastern and western regions and create an economic environment for the coordinated development of regional economy in China,the central provinces have put forward the growth pole strategy one after another.Since the "rise of central China" strategy was put forward,governments at all levels,academia and research institutions have been actively engaged in strategic research,seeking for the best strategic strategies to make the central region rise rapidly and steadily and promote the coordinated development of various regions in China.Combined with 1997-2017 statistical data of six provinces in central each prefecture,tried to analyze the provinces first city scale of urban economic development and the influence of provincial economy coordinated development,is the first city whether its polarization caused by the political factors agglomeration development,contributed to the provincial non-balanced development,the economic development of surrounding cities was siphon or spillover.Firstly,by comparing the ratio of GDP and fiscal revenue between the first and second cities,the gap of per capita GDP between the first and second cities,the proportion of GDP,fiscal revenue and fixed asset investment in the province respectively between the first and second cities,it is found that the polarized development speed of the first city is accelerating.Furthermore,the DDS model is used to analyze the influence of the establishment of metropolitan area on the polarization development of provincial capitals.The regression results of the model show that the establishment of metropolitan area promotes the polarizationdevelopment of provincial capitals.Secondly,using the rank-size rule model of a municipal district GDP for dynamic description of the provinces in central,found the provinces in central province domain are more unbalanced development and the economic imbalance,then use the gradual DID based on Zipf of municipal district GDP measure index and fractal dimension values D study,found that the provincial capital to the implementation of the strategy of the growth pole of regional non-equilibrium development within the province area have a significant positive impact.Finally,using the progressive DID the central six provinces by the end of each level of per capita GDP and per capita and estimate its balance of financial institutions,the estimation results show that the "big provincial capital of hefei,nanchang,changsha,and to neighboring city of zhengzhou siphon effect is not obvious,but appeared to the surrounding city the spillover effect of economic development,taiyuan and wuhan to the nearby city of economic factors,such as siphon effect and spillover effect does not exist.Based on this,we believe that as the central region of the underdeveloped region,as the first city of the provincial capital is not "big"enough,in order to achieve "rich first to drive the rich later",we need to continue to"make the provincial capital big".
