Currently, together with the booming of the public management reform in the worldwide, and globalization has brought about a lot of changes in the international political and economic policy environment. Against this background, domestic policy makers and experts and scholars of policy science study in many countries have been fully realized that intensifying macro policy analysis and promoting the reform and innovation in the policy making and implementation system are of great significance to the destiny of the country and the regime and the sustainable development of the economy. In recent years, countries all over the world, particularly the developed countries, have conducted wide rang of reform and assessment in policy system and policy performance, such as the Reinventing Government Movement in the United States, the Second Nation-Making Movement in the Republic of Korea, and the New Action Examination and Approval Committee in Japan. There have been a lot of achievements in relevant studies. Among them, the issue of how to relax government control and how to strengthen performance assessment has become very popular for policy study and government reform.This thesis is based on performance assessment of policies for non-state-operated economy in Taiwan and Hubei Province, and the comparison between the implementation practices of such policies and relevant effects in these two areas. The thesis discusses about the ways for government to push public policy reform, improve policy efficiency, transparency and smartness, and promote the policy innovation in government departments through effective performance reform and improvement. Meanwhile, the thesis also draws upon the experiences and advantages of Taiwan and analyses and summarizes the features and deficiencies of Hubei in terms of the policy development for non-state-operated economy, with the aim to discuss how to accelerate the public policy reform in Hubei, make the public policy making and implementation process more service-oriented, democratic, scientific and practicable, regulate and improve the government public policy supporting system for non-state-operated economy and enhance the efficiency, so as to effectively encourage the rapid and sound development of such economy and create a strong pillar for the success of Hubei's Central China Rise Strategy.
