On the one hand, the pressure of Regional tourism cooperation sets obstacles in the way of Red tourism's developing to be strong; On the other hand, the experience of the Regional tourism cooperation give the development of Red tourism a good guideline. This paper holds that the application of tourism regional cooperation to Red tourism is not only an originality but also a meaningful guideline in theory and practice.Red tourism regional cooperation is affected by a lot of factors: economic factor, political factor, cultural factor, social factor, tourist factor, tourism investing factor, competitive factor, policy factor, cooperation factor, marketing factor, industry factor, financial investing factor, personnel resources factor, etc. There is strong integration between these factors. The neglect of any factors will lead to the fail of the tourism cooperation. That means, Red tourism regional cooperation is a system which will consummate with the development of tourism practice.Red tourism regional cooperation is consisting of four systems (theoretical system, ensure system, medium system, cooperation system). In those systems, theoretical system mainly studies the series problems about why and how to develop it; Ensure system include policy system, law system, organization system, training system; Medium system includes information system, dynamic system, benefit system; Operation system is consist of cooperation guideline, cooperation principle, cooperation purpose, cooperation mission, cooperation mode.Shaoshan, Huamin and Wush, which are"golden triangle"tourism regional, are typical economic systems .Although there are threat and disadvantages in the Red tourism regional cooperation of Shaoshan, Huaming Tower and Wushi. There are still many manageable strategies for cooperation among them. In a word, regional cooperation is manageable, and it should be carried out on overall planning.
