Knowledge economic and global economic pattern bring forward new requests to managers, so it is also urgent to explore criteria on selecting, training and evaluating managers scientifically. The purpose of this article is to give a particularly research on the application of the competency model in manager selection system, trying to develop a competency-based selection system and providing specific approach and optional methods for domestic enterprise to select all kinds of managers. Two contents are involved in this article:Chapter one and chapter two are basic research. Through the review on the references of competency, this paper introduced the origin and development of this theory, proposed the concept and type of competency and competency model, and raised how to build and inspect it. The paper also defined its constitution. According to some research, the constitution should be composed of benchmark competency and distinguished competency. Chapter three to Chapter four are competency-based manager selection system composed of three dissertation, which are modeling manager's competency model, Chose tools to evaluate management competency, and Competency-based training and development. Chapter three introduces how to use MBM to evaluate benchmark competency, and how to build a manufacture manager's competency model as a specimen for the coming research; Chapter four introduces the process of competency-based structured interview and competency-based 360 degree feedback, and explained how to use those tools to evaluate the competency degree of exterior and interior candidate. Chapter 5 researches on competency-based training and development. The unique of competency-based training and development is that it figures out what to train and how to train. At the same time, it lines out what is barely to train. This article draws a conclusion that the menu of competency can be trained, and expounds the process of competency-based training and development to train and develop candidate according to the evaluating results.
