Since China's agricultural chemical industry has been under state policies protection for a long time, agricultural chemical commercial enterprises have been in an undersirable situation by high costs, extensive and low efficiency. These enterprises can still make living even if the rate of average circulation cost reaches as high as 14.72%, However, with our government performation to WTO promises, agmcultural chemical production enterprises is about to lose the protection of exemptation from taxation, agricultural chemical import ration system is also about to be cancelled, and agricultural chemical circulation industry has been opened to foreign capital in May 1, 2003.Under the impact of foreigh capital and foreign agricultural chemical, for Chinese enterprises of agricultural chemical, their existence will become extremely hard. Reforming circulation mode and devoloping mordern logistics and filfulling supply chain management is one of crucial factors for survial of Chinese agricultural chemical commercial enterprises. For recent years, although many our countries agricultural chemical enterprises have been seeking countermeasures in the face of crisis, their achievements are negligible.
