A Study On China-ASEAN Agricultural Corporation

As the rapid development of the regional corporation of world economy, China-ASEAN also pushes their Free Trade Area's establishment with the agriculture as the priority. China-ASEAN's "Early-Harvest Arrangement" and the "Tariff-Free Agreement" of fruits and vegetables between China and Thailand have resulted in Zero-Tariff of agricultural products firstly. At present the relative citizens are still doubtful about the corporation of two-side, they believe the agricultural corporation of China-ASEAN would bring in greater challenge to China or even hamper China's agriculture development. But what will be the actual impact of China-ASEAN agricultural corporation on both sides? A research on this topic will help to accelerate the process of China-ASEAN agricultural corporation and improve both-sides' agricultural international competitiveness, which, in turn, becomes significant theoretical guidance and practical experience.The essay analyzes the basis of China-ASEAN's agricultural corporation specifically and concludes that there exist strong complementarities between China and ASEAN, as well as comparativeness in agricultural production with each other. According to the relative theories of regional economic corporation, it presents broad base of corporation for both-sides. Secondly, the paper studies China and ASEAN's developing situation of agricultural product trade, and reaches the point that farm product trade plays very important role in each other's foreign trade. Considering the small scale of agricultural product trade, which accounts for low percentage of their foreign trade, there still exists great potential trade between China and ASEAN. At present, China and ASEAN's member are of low level in world farm product trade as individual country, but if they are integrated as a whole, it will improve their position in world economy. Thirdly, the author introduces China-ASEAN agricultural corporation especially their economic and technological corporation from all aspects and shows the fact that the extensive corporation of both- sides has been explored. At last, the essay also analyzes the impact of China-ASEAN agricultural corporation on both sides on the basis of theories on regional economic corporation and the actual practice, and points out that the strong corporation between them will create win-win pattern. There also have some problems in their corporation process, to solve those problems, both sides should accelerate their pace of agricultural corporation and upgrade their corporation level. China should speed its restructuring in agricultural set-ups and enhance its comparative products so as to enlarge its trade with ASEAN by making full utilization of complementarities. It should also establish risk defend and alarm mechanism to make up the foreign shocks. The scope of agricultural technological corporation must be greater in order to fulfill each other's technical advantage and constructor a powerful agricultural area. China should create favorable environment to attract more foreign fund and encourage farm enterprises carry out "going out" strategy. On the other hand, for south-China's tropical agriculture, the government must clear the corporative direction and advance both sides' competitiveness based on the principle of "seeking the same while existing difference". The processing industry of agricultural products must be promoted to incentive China's farm goods export and support the close corporation among enterprises.
