The problems includes four points as follows:1. the status of the declining of fishery resources can not be kepted within limits. 2. the pollution of water restricts fishery economy sustainable development. 3. the increasing way of fisheries economy is far low behind the advanced level. 4. the quality of fishery products exits many serious problems. The cause includes several points as follows:1.at present ,the current economy development in our country is in a certain condition that has the characteristics of high resource consuming. 2. the property right of fishery resources is not clear and the price is not reasonable, which causes the exorbitance of resource development. 3. the level is low, the chain of industry is short, and the structure is similar. 4. the law of marine fishery is not sound and the system of implement has many malpractices, which causes the results of implement not good.Then the writer analyses the background of transforming the marine fishery and points out the inevitability and urgency of transferring the fishermen's job.
