An Analysis To Strengthen The Energy Cooperation Among The Members Of Shanghai Cooperation Organization

With the fast development of the China economy and steep increase of the demand to the oil gas energy, following the US, China has been the second largest oil-consumption country. However, China's domestic crude oil production does not increase a lot, our oil import dependence rate is higher and higher. However, the shadow of the Malacca Strait Puzzle is always around China; China's oil strategic reservation is only several weeks, much less than that of the US and Japan.Facing the critical energy crisis, to use the international oil resource is the option for China to optimize its energy structure and ensure its energy safety. China should learn the successful experience from the developed countries like the US, to construct the energy strategy with Chinese feature which will push the establishment of the energy cooperation framework, especially the energy cooperation framework among members of the Shanghai Cooperation Organization.At present the energy cooperation between members of the Shanghai Cooperation Organization has been on a new stage. For example, China and Kazakhsan have pushed their energy cooperation forwards including the completion of the China-Kazakhsan Oil Pipeline Project which is the cooperation symbol between the two countries, and this project has strategic meanings which may transfer the oil from mid-Asia, Caspian Sea and Russia into China. Also, the energy cooperation between China and Russia have developed rapidly, both parties have reached agreement that cooperation in the energy field should be strengthened, and the Far-East oil pipeline should consider China as its priority whichever plan it is; also both parties agree to increase the oil supply amount via the railway transportation up to 1500tons in the year of 2006. The energy cooperation among China and other members, like Pakistan, Iran, India, also have obtained achievement in some degrees.
