To realize its goal of doubling the GDP, China has a large energy demand to guarantee its economic development However, China's energy security, at the beginning of the 21st century, allows of no optimism. Actually, it is faced with severe challenge.The emergence of the SCO and the momentum of on-going development provide a solution on energy issues. Under this circumstance, it is of special and strategic significance for China's energy security and stabilities to enlarge its energy import from its neighbors, such as Russia and mid-Asian countries. Furthermore, as member states of the SCO, China, Russia and mid-Asian countries co-work deeply on energy issues and it constitutes one emphasis of the whole economic and trade cooperation under the SCO framework. In view of its extensive organization background and powerful organization support given by the SCO, the energy cooperation among China, Russian and mid-Asian is so promising.At present, the cooperation within the SCO framework is mainly conducted on bilateral base. However, multi-lateral cooperation is under discussion and experiment. There is still a long way to go before multi-lateral cooperation to be mature under the whole framework. Many conflicts, within or outside the region, need to be overcome and it calls for a mature cooperation mechanism. Meanwhile, cooperation within the SCO framework has its own advantages. Out of intense willingness and on the basis of reality, member states of the SOC will seize the occasion, upgrade the multi-lateral cooperation, accentuate rational competition, increase the stability and sustainability of the cooperation, decrease the destructivity, and finally realize a multi-win situation on energy issues in a cooperative way.
