Study On Energy Cooperation Between China And Other States Members In Shanghai Cooperation Organization

At present, comprehensive national power with the core of economic development hasbecome the main form of international competition. Along with economic globalization thecompetition of energy goes increasingly fierce in the whole world. Energy issue is not onlyan economic issue, but also a strategic one which is the fundamental guarantee of nationalsecurity and national interests and can affect a country’s stability and sustainabledevelopment. As a world power and an important part in world economy, development ofChina’s economy connects closely with the world economy. Worldwide energy crisis willinevitably lead to energy shortage in China. How to solve energy shortage in China hasbecome the most urgent issue. Most members of Shanghai Cooperation Organization areChina’s continental neighbors and have established good cooperation with China. Thereare obvious geological advantages for China to cooperate in energy issues with othermembers of Shanghai Cooperation Organization, which is beneficial for China to get stableand reliable energy in the future.On the basis of outlined energy cooperation between China and other members ofShanghai Cooperation Organization, the main problems on energy cooperation areanalyzed, which mainly includes five parts, lack of protection mechanisms for energycooperation, lack of mutual trust and understanding, grim regional security situation,restriction of capital and technology, poor energy infrastructure in member states. Theeconomic impact on China of energy cooperation between China and other members ofShanghai Cooperation Organization are analyzed, positive effects are: promoting theupgrading of industrial structure, promoting sustainable economic development, favoringenvironment protection, as well as the development and construction of the western.The article also researches on strategic consideration and strategic planning tostrengthen energy cooperation between China and Shanghai Cooperation Organization.And finally puts forward relevant policy recommendations. Firstly, from government level,we should pay more attention to the function of Shanghai Cooperation Organization;establish energy cooperation mechanism within the framework of the ShanghaiCooperation Organization. Secondly，exert the role of industry organizations, developingand extending the cooperation with other members of Shanghai Cooperate Organization in multi-channel. Thirdly, Energy companies have to play an active role, through variousforms of energy cooperation, including joint investment, joint exploration, jointdevelopment, co-construction etc.
