Nowadays, small and medium-sized enterprises (SMES) become the important source of every country's economic growth and play more and more important roles in the modern economy as well. In China, after more than twenty years' rapid development, SMES have already become a focus of our national economy. Hence, their development obtains increasing recognition. However, along with the economic globalization and the progress of intellectual economy, China's economy transit from planned economy to market economy. Therefore, SMES now are facing unparalleled challenges and opportunities. On the one hand, compared with the mighty power of large blocs and transitional enterprises, SMES are at a disadvantage. On the other hand, China exerts itself to adjust industrial structure, area structure and city and country structure. Supply and demand relationship of most products changes from seller's market to buyer's market, which brings even more fierce market competition. Following the increasing competence of large and medium state enterprises through strypped-down, reorganization and alteration, the optimization of industrial structure, science and technology innovation, area economy's harmonious development and Go-West Campaign, the small and medium enterprises' advantages which set up and manage mainly depend on producing low-end products with low technology and price disappear gradually.
