Research On Price-Forming Mechanism Of Collectivity-Owned Land For Construction

Proposal on Making the Eleventh Five-Year Plan of the Communist Party of China Points out that the government will continue to develop markets of land, technology and labor force, regulate development of all kinds of agencies and perfect the price-forming mechanism of commodities and factors. Along with the enhancement of socialist market economy system reform, it has been put on agenda to build a trade market of rustic collectivity-owned land for construction. The key factor of market mechanism is price mechanism and price issue is the key problem of transfer reform of collectivity-owned land for construction. The thesis only analyzes the price-forming mechanism due to the limited thesis length and the ability of the author.The thesis puts the current price-forming conditions of collectivity-owned land for construction into three types-- the price-forming condition of ownership transfer (price-forming of land expropriation), the price-forming condition of use right transfer of collectivity-owned land for construction on "grey trade" , and the price-forming condition of use right transfer of collectivity-owned land for construction in transfer reform experimental area. Hence, we get a conclusion that the planned -price mechanism of collectivity-owned land for construction takes up a dominant position and the mechanism conflicts with both the direction of transfer system reform of collectivity-owned land for construction and market-forming price mechanism of state-owned land.
