2015 central document continues to focus on rural issues, proposed to increase the vitality of rural development, to comprehensively deepen rural reform,and we should speed up the construction of new agricultural management system, we should also guide the orderly transfer of land management rights norms, besides we should innovate the ways of land transfer and scale operation, and actively develop various forms of moderate scale management, at last,we should improve the degree of organization of farmers. To continue to encourage the orderly transfer of land norms in the form of central document, and promote the liberation of farmers and rural surplus labor.In Chinese rural land transfer of contract management rights, the transfer price due to the distribution of interests involved, related to the vital interests of farmers, is the key to the smooth and effective transfer of agricultural land. Central document also stressed the need to promote the reform of rural collective property rights system, Chinese land property rights system is very special, the separation of the three rights system led the price of farmland transfer to a more complex level. In the transfer of a specific practice, scattered farmers in the market are in a weak position, asymmetric information and negotiate vulnerable, leading to the right of deciding the transfer price are in control of majority of the main business and the profits of farmers are violated damaged frequently. Being involved in the profit, the management subjects lack the motivation to protect farmers’profit; local governments have protective motivation, but because of the many problems in the market, the government often lacks the rational scientific theory guidance. Therefore, to explore the forming mechanism of the transfer of agricultural land prices can provide theoretical basis to protect farmers’rights and improve their incomes, besides it can help the government consummate the market effectively, and it also plays an important role in effectively promoting the agricultural land transfer price science and reasonable formed, so as to improve the efficiency of land circulation and stable the existing land system, and promoting rural land circulation standardized and effectively, and also to promote the development of agricultural modernization, help rural system reform.In all those aspects,it means a lot in both theoretical area and practical area.By learning advanced experience, Lujiang County established the rural property rights trading platform. For land transfer, the participants should enroll and put on record, and give it to the platform for bidding, through the appropriate arrangement of the government to establish the orderly circulation market, also to reasonable transfer pricing to provide institutional arrangements and regulate the market. This article is based on property rights trading platform that are connected into the trading market, through the on-the-spot investigation, statistic the data of the circulation of rural land property rights trading platform from Lujiang County, and then statistic the data from the platform, after that we analysis the data to get the basic result of rural land circulation and transfer price, based on the established model, from the point of view of exogenous factors, in-depth analysis the factors that influencing the circulation of rural land transactions and prices, discuss the reasons for the different influence degree of these factors. Finally, it puts forward three suggestions:the price should decided by the market, the government should do a good job in matching, and we need a more functional compensation mechanism in price.The main content of this paper is as follows,research review is the first chapter, combing the domestic and international research on rural land transfer price of the relevant literature, sort out ideas for the preparation of the following. Then we introduce the basic theory and related concepts defined, involved in this dissertation introduced the theory basis, the definition of the important concept involved, and then analysis the factors that have impact on the rural land circulation and price, through descriptive statistical analysis of data from Lujiang County farmland transfer property rights trading platform,we study the external influence factors of rural land circulation, based on the study we try to discover the exogenous factors of rural land transfer price. After that we analysis the formation of rural land transfer price, under the premise of the data were analyzed by descriptive statistical analysis, we built a model to study the farmland transaction exogenous factors and then analysis their effects, after that we analysis the reason of their influence. At last, we add the price compensation mechanism, so as to study on the agricultural land transfer price mechanism. Based on the above research and analysis, we draws the conclusion, and put forward the suggestion and the countermeasure.
