With the establishment and consummation of China's market economy and the announcement of knowledge economy, the competition among companies is now transferring from the competition in natural resources and capitals to the competition in human resources. How to attract human resources fit for the companies, and to effectively employ, develop and retain the key employers, and then possess a team of active and efficient human resources, are now the essential demands and main tasks of human resources management.While, what should be the basis or intention of human resources management? Maybe it is the human resources evaluation. As an effective tool of human resources management, the evaluation of human resources goes through the whole process of human resources management. It provides scientific basis for the staff recruitment, deployment, promotion, training and planning of employers'career.
