With the rapid development of urban economy, urban power grid are experiencing the intelligent upgrade, toward a higher reliable and safe network development. Advanced equipment inevitably requires of advanced management system suitable for it. In the early1990s, the electric power industry began system reform. Some city power supply company has also carried on the business management reform from the planned economy to the market economy. Unfortunately, the reform is not completely done. The company management model still can’t satisfy the need to develop the current city network upgrades. Especially in enterprise management of human resources, optimized configuration as a problem has failed to get a very good solution. Personnel and post configuration is not reasonable; talent waste is a serious phenomenon, leading to weak job performance, which greatly influences the power grid enterprise business performance, restricting the company’ s fulfillment of strategic objectives such as " One strength Three excellence ","12th five-year development planning "," Two prioritized development "," Three intensive managements Five main systems "In order to solve the problem, this article analyzes, researches and applies the human resources optimization related theory, while integrating investigation, the empirical analysis, experience comparison, qualitative and quantitative research methods, from the following linking points (human resources planning, personnel structure, the moving of personnel and selecting mechanism, post setting and talent post matching), deeply analyzing the cause of the company’s unreasonable human resource configuration, and accordingly designs eight human resource configuration optimization related countermeasures for the company. These countermeasures are:1. structure of organization optimized.2. Give full effects to the role of human resources administration departments.3. Completing the human resources supply and demand forecasting.4. Perfecting post analysis.5. Establish a scientific and fair post recruitment mechanism, dredge the movement of personnel and development channel.6. Establish the scientific standard of performance evaluation system of post.7. Pay great attention to the talents construction.8. Play the role of human resources information management system.The thesis scientifically, systematically and comprehensively researches on the company human resource optimized configuration issue, and has strong guidance and reference value for the realization of its human resources development goals " talents boosting enterprise " by playing a constructive role.
