Ever since the 1980's, with the rapid development of economy in China the requirements of land use enlarged everywhere, which resulted in the sharp decline of the arable land. Nevertheless, the population of our country has kept on growing. Consequently, increasing attention has been given to the concern of the decreasing arable land and food supply crisis in China in recent years. So the arable land protection has become a basic state policy. Land use planning, which is used to make arrangement and strategic deployment for the land's supply, can certainly protect the quantity and quantity of arable land. This paper approaches the arable land protection in land use planning from the government's view, uses the game theory model to calculate the arable land quantity in land use planning and monitors land use planning implementation. The main study contents and corresponding results are as follows:Firstly, we make an analysis on the cost and income of the government behavior on arable land protection. It demonstrates that the arable land protection is the country's strategic demand but not regional requirement. And it induces the point of this article, which is, using the game theory to analyze the behaviors on arable land protection in land use planning of the central government and the local government.Secondly, through the introduction of the game theory and combining the analysis on the behavior on arable land protection in land use planning of the central government and the local government, we put forward the feasibility of using the game theory.Thirdly, we use the game theory model to calculate the arable land quantity in land use planning. Meanwhile, we establish a complete information dynamic concession period model and an incomplete information dynamic model to calculate the arable land quantity in land use planning by using game theory. These models provide theoretical and quantitative methods for the government to get a suitable arable land quantity in land use planning.Fourthly, we use the game theory to analyze the monitoring issues in land use planning implementation. The model gives the theoretical support for the central government to adopt monitoring strategies of land use planning implementation.Finally, we take Dinghai canton of Zhoushan city as a case study. Through using the game theory model to calculate and forecast the arable land quantity in land use planning of Dinghai canton, we validated the applicability and feasibility of the model.
