As a kind of high-level tourism type, industrial tourism has become a new bright spot in tourism industry. Inner Mongolia region is going on developing industrial tourism which is based on resources of industrial enterprises, and is not only the deeper exploitation for Inner Mongolia tourism resources but also one of the strategical acts for enhancing urban image and forces in China and overseas.The paper defined the conception of industrial tourism from the point of enterprise developing industrial tourism and analyzed its basic characteristics and also reviewed and summarized its correlative researches in China and overseas. The developmental actualities and existed problems of Inner Mongolia industrial tourism were analyzed based on these foundations. The author also analyzed the backgrounds, actualities, market environments and market sale strategies of developing industrial tourism in Mengniu dairy group(limited company) ,and at the same time, benefit distributions and interactions between government and enterprise were analyzed from economic points based on the playing chess theory. The"playing chess model"between governments and enterprises was established. An optimal balanced strategies combination was proposed that government intervene, supply supports, ensure policies and accelerate industrial tourism developments, meanwhile, enterprise develop industrial tourism actively and innovate industrial tourism products continuously.Finally, the author advanced corresponding counterparts and advices on how to develop Inner Mongolia industrial tourism concretely: (1)confirming the developmental qualifications and reducing or avoiding risks of industrial...
