The number of labor force engaged in agriculture has decreased 35,903,000 from 1991 to 2004 in our countryside, and it is decreased at the speed of about 2,560,000 people every year. These people cut from agriculture will of course hunt for job opportunities outside of the village, so it has become an inevitable tendency for them to work in cities. At present, about 5.7% of labors have received professional training in our countryside, and less than 15% people among the outflowed labor force have received training. In 2003, some of the areas emerged"Urgent shortage of skilled civilian workers", which has suggested this: with development of capital organization, it has become more and more difficult for these civilian workers who lack work skills to be employed once again when the work shifts, improvement of their work skills has become an urgent task to our government.Concerning related employment theories, some basic evaluations about them are discussed combined some useful enlightenment on solving our current problems about employment of outflowed labor force on countryside. Moreover, compared with the present situation of employment about civilian workers in countryside, it suggests that employment of work skills enhance of them involves many fields, such as complex population phenomenon, Marcro and Micrco factors, economy, society, nature and so forth.Firstly, based on the civilian workers employment situation in our countryside recent years, it proves that outflow of labor force in countryside is an inevitable. Besides, a mode theory about employment policy of civilian workers was built, which analyzes some outstanding problems in the process of hunting for jobs that, they are some restricts, discriminations and improprieties of system and mechanism, some construct between labor force quality and requirements.Secondly, a fresh definition about employment skills of outflowed labor force in countryside put forward on its basic elaboration, and some prominent problems about employment skills are analyzed, such as traditional employment belief, weak awareness improving themselves, lower education investment, deficiency of professional skills and lack of necessary insurance. all these factors constitute the elementary frame of employment skills of outflowed labor force in countryside.Thirdly, according to the frame, it advances the main construction direction of employment skills of outflowed labor force in countryside. One suggestion is to hold vocational training for civilian workers, and make information database about employment and training system about labor force.
