There is a dilemma in the labor market of ou(?)country,that is,it's difficult to hire workers in rich districts,and meanwhile,the number of the surplus labor force in countryside is increasing gradually.The equilibnum of supply and demand in the rural and urban labor market has not been achieved both in total quantity and in the structure.There are two main reasons for this phenomenon:First,its root lies in the insufficient ability of industries to attract and accommodate labor force.Labor force is a kind of commodity and its supply is special in long effectiveness and lagged response to the demand.When the economical growth brings along the transform of industrial structure,the transform of employment structure will be slower than the transform of the industrial structure. What's more,the ability of an industry to attract and accommodate labor force depends on many factors,such as the type of the industry,the developed degree of the district where the industry is and the output,the investing scale and the benefit of the industry.This article aims to find out which factors play the main role to the equilibrium of supply and demand in the rural and urban labor market by an econometric model.Second,there are some institutional reasons,including the firmness of discrimination system,the immaturity of training mechanism,the imperfect of social security system,and the serious lag land system,etc.There are many efforts in studying the effect of these factors to the equilibrium of supply and demand in the rural and urban labor market.This article aims to find out some new cognition of these factors.On the basis of inheriting the former study,there are several innovations in theory in this article:1.Classifying the factors which affect the equilibrium of supply and demand in the rural and urban labor market into two kinds,that is,external factors and man-made factors.2.Forming the uniform cognition to designate the primary and secondary factors which affect the equilibrium of supply and demand in the rural and urban labor market.3.Analyzing the ability of industries to attract and accommodate labor force by an econometric model,which demonstrated the theory of this article.From above,the last portion of this article is policy advices.This part is composed of five main points which are classified by some important policies advanced by Party Central Committee and are arranged by the analyzing order above. For instance,the policy advice of 'maximizing the employment to promote the harmony of society' is based upon the policy of 'applying the Scientific Outlook on development and building a harmonious society'and corresponded to the above part of analyzing the ability of industries to attract and a(?)ommodate labor force.There are many deficiencies in this article.F(?)stly,Ⅰcan only intercept data of continuous three years in the econometric model because of the difference of index in different years.Secondly,Ⅰknow little about lag steps whenⅠconsider whether to do Granger Test andⅠdid not do Granger Test because choosing different lag steps resulted in big differences of conclusion.Thirdly,some data in the part of analyzing institutional factors is stale,which is also one of the shortages in this article.At last, some new phenomena did not take on because of the lack of corresponding data.
