As is well known, price strategy is one of the most important ways to win in commercial competition. In China, government carried out the uniform policy of the telecommunication tariff through the country for several decades. The policy was as alike as that employed by the developed countries during the monopoly market period. It was good to the telecom-industry development of China in the past. Whereas in global market competition between countries is quite intense now, and the market environment and communication technologies are much different from before, the government monopoly policy dose not adapt for the current situation. Therefore the central government started improving the composition of the charge for telecom service and loosing the control of price and the strict management policy in recent years.In November 2004, China Network Communications Group Corporation (CNC) came into New York and Hongkong stock market successfully. All of the four state telecom service companies in China, China Telecom Corporation Limited, China Unicom, China Mobile Communication Group Corporation and CNC, have come into the market from then on. With the boost of the telecom industry in China, telecom operating companies, network operating companies, network-equipment providers, contents service venders and consumers are forming a commercial chain gradually. In nearly future, the licenses of third generation (3G) mobile network will be issued to companies. Network service companies and Mobile service companies which acquired the license will enter the market that separately controlled by them. In the new market, the companies need to convert to the integrative institution that can provide different services to the consumers. If the conversion is successful, the China telecom market will break the monopolization and become more efficient.
