The development of countrymen associations in China is necessary as associations which countrymen are willing to join, because the reform of economic system has created an important substance condition and town governing and country autonomy makes an important social base. With the deepening of the reform of politic and economic system, establishing countrymen associations will be impending ,on the one hand, countrymen associations will be needed to connect governments with the society, follow up the policies of the Party and governments and express the requests of countrymen on the background of shifting government functions and streamlining government organs; on the other hand, countrymen associations will be needed to solve the problems which governments are not willing to or can not by making agriculture industrial and the socialist new country harmonious. In a word, countrymen associations can solve many problems of government failure and market failure and at the same time can make the government functions shifted and market economics developing. Establishing Chinese characteristic countrymen associations is the need of the times, and citizen society is their direction, that is, to keep countrymen associations non-politic, commonweal, independent, constructive, public and legal. Non-politic is to make difference between countrymen associations and parties or politic groups. Commonweal is to make difference between countrymen associations and industrial organizations. Independent is to keep some distance between countrymen associations and governments. Constructive means that countrymen associations are asked to have constructive organs and systems of their own.
