Ecosystem Recreation Value Evaluation Of Impoverished Regions

Content: At present, the study of the ecosystem service function is hot and difficult problem in China. The ecosystem entertainment function is the core function in underdeveloped areas, because of it's ecology character which ecological environment is frail and the tour resources is highly rich. But, the economic development is still limited by the traditional industry, the government and people has not pay enough attention to the ecosystem entertainment function value in underdeveloped areas.Based on the review of theory and method of ecosystem entertainment value's assessing, this article proposed the WTP (willingness to pay) of environmental protection for the parameter to calculate the consumer surplus. Certainly, this kind of value assessing has many question in concepts, experiences and method, but as an attemption, it was still important. From macroscopic aspect, the goal of the study lies in: (1) Causing the latent value of ecosystem entertainment service function in underdeveloped areas more clear, (2)At least, producing an approximate value for the ecosystem entertainment service, (3) Establishing a frame for further studies, (4) Promoting further study and discussion.The Silingol steppe of Inner Mongolia is located lll°08'E~120°07'E and 41°35'N~46°40'N , in which the landform type composed of high plain, the knoll, the basin and the sand . In Silingol steppe, the rainfall is little, temperature is low, wind is big, meteorological disaster is more frequent, the ecological environment is frail. But it is one of famous three steppes in our country. Here, have complete natural type of steppes, rich Mongolian nationality history and the custom culture, distinctive tour resources. Study on the entertainment value of the Mongolian typical steppe which ecological environment is frail, and the economical development relatively backward, can set up a model.The main conclusion of the research is: (1) No matter looked from all the nation or various provinces, the impoverished areas all have rich eco-tourism resources, also has the foundation to develop eco-tourism. The ecosystem entertainment value has the extremely significance to the impoverished areas; (2) The paper taking the cost-benefit analysis as the theory, and based the premise of TCM( travel cost method), modified the essential method of TCM, in which proposed the WTP (willingness to pay) of environmental protection for the parameter to calculate the consumer surplus in the impoverished areas. It turns out that through the method modified, the applicable scope of traditional TCM is increased; (3) Obtained the massive data, through practices investigations in Silingol steppe of the Inner Mongolian for more than 20 days, and provided 300 pieces of paper. At last, the local ecosystementertainment value is 25.0787×10~8Yuan, and the paper provide the sample for the evaluation of underdeveloped areas.
