As a newly rising science, the complex system, involving engineering, biology, economy, management, military, politics and many other disciplines, is related to the hot issues that have taken place in different fields recently. At present, the complex system has attracted people's great attention, becoming a hot topic in theoretical and applied research. The research on the decision making of a complex system is an important branch of the complex system research; and in fact, it is itself a system.The research on the decision making of a complex system begins with the understanding of the system. First, it is the understanding of the research subject to the object, including the interacting components of the system and the interacting mechanism among the different parts, which are called the structure of the system in a general sense. Second, on the basis of the above understanding, the problems in the system should be described and then a model will be set up. Third, the specific problems must be approached and solved according to the model whereby schemes or solutions to the problems will come by. As is seen, the understanding and description of a system is the basis to solve problems. The understanding of the system structure is so important that the analysis of the system structure is the primary task in analyzing the decision making of a complex system.The aim to study the system structure is to have better understanding, description and control of the complex system.
