Since the Reforming and Opening-up,Our electricity industry got fast development,the construction of Electricity also made great achievements,mainly reflected in:First, the construction of Electricity growth rapidly,Capacity utilisation and generating capacity also growth continuously,both of them ranked second largest in the world;Second,The environment protection of Electricity has also made significant achievements, new energy and renewable energy generation has also made great progres;Third,The technical level of electricity has improved rapidly,The difference between our country and the world’s advanced level has been decreasing.Even though our country’s power industry has got rapidly growth in the past time,but there are also some problems:Frst of all,The shortage of electricity has been hindered the development of our country’s economics; Second, The technical efficiency of power plants is low,and the technical efficiency in each area is significant different; Finally,the domestic coal production quantity is not enough,the contradiction between electricity and coal is serious tension.Although our country’s electricity industry has made great achievements since the Reforming and Opening-up,there are also some problems that we can not ignored.In order to find the main reasons for these problems,and provide some effective suggestions for electricity industry’s development,the main objectives of this paper are to measure the technical efficiency levles of electricity industry,Stochastic frontier analysis (SFA) methods are applied to plant-level data over nine year period from2001to2009.By observing the various areas’s technical efficiency,the difference between each country,and the factors that influence the efficiency,We can provide some more suggestions for our electricity industry’s further reforming.Our results show that:In this study,the translog production function is reasonable,it can well measure the input-output relationships in our country’s electricity industry; In the estimated results of the production function, the capital-output elasticity is bigger than1, means that increasing capital investment can effectively stimulate the output of China’s electric power industry;labor-output elasticity is negative, means that the labor force of China’s power industry has been saturated;the energy-input coefficient is positive and significant, we can see that the introduction of energy inputs for measuring the technical efficiency of the power industry in China is of great significanceSecond,by analising the explanatory variables,we find that the explanatory variables we introduced are consistent with our expectation,and highly significant; the proportion of state-owned capital, thermal power ratio and the price of energy inhibit the technical efficiency of China’s power industry, The number of firms, average available hour using for power generation and capita Capacity significantly improve the technical efficiency of China’s power industry.Finally,the technical efficiency of different areas changed significantly different, the eastern region performed a high technical efficiency in the first,and higher than the national average efficiency,but after2008,was exceeded by central region;the technical efficiency of the central region was higher than the national average in the firststage,although it experienced a temporary decline,but then had a strong rebound,it finally exceeded the eastern in the end of2008,and remains a strong upward trend; the technical efficiency of the western region below the national average in the early days,but with the reforming of electricity industry, technical efficiency of the western region after2003has been maintaining an upward trend, and eventually exceed the national average.In general,the difference between three regions in technical efficiency is gradually narrowed.Finally, according to the results of empirical analysis,some policy recommendations were proposed for further reform in electricity industry.
