Innovation in management is an important part of modern innovation theory which has become the core of development of modern corporation. Corporations can gain power of development and go as far as they can in the fierce competition.China is the largest tobacco manufacturing and consumptive market around the globe, and the tobacco industry hold its very vital position in national economy. The notion of establishment of model tobacco corporations includes the effective management in each tache of cigarettes sales, breaking the traditional sales mode and engaging in the innovation of sale management. The innovation concept should be considered as the important ways to lower the cost, expand the market and enhance the competition by the tobacco corporations and it is also vital for the democratic tobacco industry to confront the challenge of foreign tobacco corporations after China entered WTO. When coming Chongqing which is a new municipality with the specific market pattern consisting of huge city consuming population and huge countryside one, the establishment of modern sales network is in emergency.Based on the author's work experience in tobacco sales for decades, the author refers to many documents related into logistics distribution, supply chain management, customer relation management etc. By studying reference of successful experience and by integrating theories with practices, the author puts forward to implementing business process reengineering, developing tobacco logistics, and improving the distribution system by reallocation of resources according to the present network construction and existing problems in order to enable innovation in management, thus pulls the whole cigarette industry into healthy development.The main part of the article is divided into six parts. The preface presents the background of this thesis as well as the purpose of this research. the subject of innovation in management of tobacco industry and the challenge of chongqing tobacco industry confronts after the joining of WTO. The discussion of innovation theory and innovation in management accounts for the most of the article's first part with brief introducion on the classic management theory.
