| There have been a great number of surplus country labor force in China for quite a long time, which restricts not only their income increase, the development of agriculture and country economy, but also the development of the whole national economy. Therefore, it is rather urgent to transfer them reasonably and orderly to ensure each of them to obtain employment by all means. However, for general lower quality, the country labor force need to be educated and trained to acquire higher working capability so as to adapt to the requirements of new domain no matter which way we choose to transfer them, which, recently, has drawn the attention of the academic circle and government. In 2003, six departments, the Agricultural Department as a member in it, co-issue"2003—2010 the Training Plan of Country Labor Force", and in 2004, large–scale transfer training work about it was started up in national wide. However, lots of problems lie in the course of transferr train, which influence severely the quality and effect of the transfer and train. Among all problems, insufficiency in government function and default of government public policy is the root. Based on this, this article regards"the Governmental Function in the process of transfer and train of CLF"as the study object, expounding the role and function of the government from various angles and putting forward countermeasure and suggestion accordingly.At first, this article would analyze the necessity and urgency of the transfer and training of CLF macroscopically , probing into the should-be role and function of the government in the process of transfer training and the organism of function operation with the use of the theory of Governmental Function Transfer and New Public Management.
