With the developing of China’s economic and social development and socialist new rural construction, the transfer of surplus rural labor force training employment has become to promote economic and social development in rural areas and is an important breakthrough to solve the "three rural" issues, but also it is one of the main ways to economic growth in rural areas and the comprehensive construction of a well-offone. Intensify the Xinjiang County training of rural surplus labor transfer efforts, the full transfer of employment of rural surplus labor, not only relates to improve the livelihood of the people related to the improvement of the living standards of the county the majority of farmers and improve the social harmony. Also it related to the county’s farmers’income, economic growth, social stability and sustainable development. Promote economic development in rural areas, to speed up the pace of new rural construction of the Xin He county, the key lies in how to solve the county full transfer of rural surplus labor force through training get employment, to achieve the goal to improve the income and living standards of farmers throughout the country.
