The Question Research On Rural Labor Force Transferring Of Jinlin Province Under Sustainable Development Frame

Farmer reducing is the basic way to increase the income of farmers, which has become the mutual recognition in academic circles and the actual worker's gradually. At the present stage, there are more and more theories and practical research concentrating on the labor forces transferring. Although most of research results are focused on the scale, ways and positive role of labor force transferring, there is little research on the negative influence of the rural sustainable economical development. Jilin province is the famous commodity grain base as a large agricultural province. On one hand, it has the important task to take the responsibility of grain security. On the other hand, it has the huge pressure of speeding up the rural economic development and increasing the farmers' income. In this circumstance, various-rank government of Jilin province has made a great progress in promoting the transferring progress of labor force and strengthening the development of the service of labor economy, which has been considered as an important way to increase the income of farmers. In view of Jilin Province's special conditions, In order to speed up the research on the way and correlation policy of the rural labor force transferring, we will have to ponder about Jilin Province's future agriculture reserve force, sustainable agricultural development concerned; rural population structure in the rural labor force transferring progress; rural family relation; rural ecological environment and rural hygiene education in the long-term sustainable development strategy. Therefore, the study on the rural labor force transferring under the sustainable development frame in Jilin Province has the significance in theory and practice.There are five parts in the article as followed.First part: Foreword. Mainly elaborate the background and significance of the selected topic, the present situation in domestic and foreign research, the theoretical basis, and the definition ofrelated concepts.Second part: The experience and enlightenment of domestic and foreign rural labor force transferring. This part has mainly analyzed the rural labor force transferring experience about Japan (developed country model), India (developing nation model) and domestic Zhejiang (developed province model), Shandong (agricultural big province model) and Jilin Province. Also it gives some enlightenment to our province.Third part: The historical review of rural labor force transferring in Jilin Province. According to the characteristic in the rural labor force transferring process, four stages are divided and it analyzes special details at each stage.Fourth part: Patterns comparison and negative influence analysis of Jilin Province rural labor force transferring.
