The problem of’agricultural efficiency, rural development, and farmers’income’, which is called’San Nong’, has always been a serious problem to deal with, and the crux of the’San Nong’ problem is still how to increase farmers’ income. Since the reform and opening up of China, Tianjin’s economy has been growing continuously, however, the income of rural residents now is still in the lower level and the disposable income per capita of rural residents don’t grow as strongly as the urban residents. When facing the instant force brought by the resource, population, circumstance and other factors, we should not only put our focus on improving agricultural efficiency, but also set our sights on non-agricultural industries. It is because the investment in human capital in rural areas has been so little for a long time that the quality of rural human capital is still in the lower level, which will restrict the rural labor force transferring to non-agricultural industries and cities. So it’s high time to make studies on the labor force transferring and human resource development in the rural area of Tianjin.Beginning from the theories of development economics and human resource management, using the research methods of comparative analysis, econometric analysis, and positive analysis combined with normative analysis, this thesis systematically analyzes the problem with labor transfer and human resource development in rural area of Tianjin. The main contents of this thesis are as follows:Firstly, we make studies on the current state of labor force transferring and human resource development in the rural area of Tianjin, which includes the population size and structure of Tianjin, employment and income structure of rural labor force, the characteristics shown in the rural labor transferring, the educational level, vocational skills and the health of rural labor force. The result shows that the number and proportion of rural labor force in Tianjin who are engaged in non-agricultural employment have been increasing these years, the income comes from non-agricultural employment has taken a bigger share, the rural labor force engaged in non-agricultural industries have the characteristics of concurrent conducts and regional employment and have their limitations in employment because they are in short of vocational skills, the educational and agricultural technology level are not in the high level, and the basic medical condition in the rural area of Tianjin is not well enough as well.Secondly, based on the country tenement inquisitional data obtained from Tianjin metropolis Agriculture Research Team, using the probit model and theory of quantification I Model, this thesis analyzes the influencing factors of non-agricultural employment choose and income of rural households. The results show that non-agricultural employment chooses and income of rural households are not only affected by household characteristics and individual characteristics, but also affected by the non-agricultural employment environment. In order to enhance non-agricultural income of rural households, besides offering labor skills training to farmers, we should take into consideration of the effect of the non-agricultural employment environment, such as work intensity and security of working environment.Lastly, according to the current state of labor force transferring and human resource development in the rural area of Tianjin and the result of positive analysis, this thesis analyses the development strategy of rural human resource include body, skill, education and thought quality and bring up the advise that we can make use of rural human resource effectively.
