Study On The Issue Of Transferring Of Agriculture Surplus Labor Force In Jilin Province

The proportion of rural labor force is too large in our country. It's estimated that there are over 0.16 billion rural surplus labors at present. Due to the vast area of China, the break-up between country and city has existed for a long time, and natural and socioeconomic conditions are various in different regions so that the rural labor force and its shift have the characters of their own. Jilin is a traditional large agricultural province, where agricultural population are large ,so the shift of the rural surplus labors has become one of the main factors that restrict the quick economic development of our province. What's more, to shift the rural surplus labor to nonagricultural industry effectively is the key to realizing the agricultural modernization in Jilin Province.The paper aims at dissecting the current situation of the rural surplus labors in Jilin Province in detail, by analyzing the rural surplus labors of our country and the formation, current situation and dependent factors, combining the advanced theories and models in developed foreign countries and adopting systemic, comparative, and a union fixed quality and amount analysis methods, on which a countermeasure about the shift of the rural surplus labors in Jilin Province is based.In the introduction of the paper, we state the concepts of rural labor force and the rural surplus labor, etc. and disclose the study background and reality significance of the shift of the rural surplus labors. In the second section, by discussing the forming causes and courses of the rural surplus labors of our country, we analyze its basic characters and current situation and also clarify the important meaning to realize the shift of the rural surplus labors. In the third section, by analyzing the advanced theories of the shift of the foreign rural surplus labors and comparatively studying Lewis-Feghan-Ranis theory , Johnson model , Todaro theory and other relative foreign theories. We get helpful enlightenment. In the fourth section, on the base of deep research on the domestic and foreign shift theories about the rural surplus labors, we mainly analyze the factors that restrict our country's shift of the rural surplus labors. In the fifth section, by analyzing the current situation of the shift of the rural surplus labors in Jilin Province, and combining historical data and the policies of Jilin Province government in recent years , the main factors of restricting the shift of the rural surplus labors in Jilin Province. Through analyzing the economic structure of Jilin Province, take the regional characters of Yanbian Prefecture and Guangming Country of Yushu City's shift of the rural surplus labors for example, and the working objectives and directive thinking are put forward. In the last section, summarize the content of the paper and come to the conclusion that the factors of the cultural quality, technical level and the assistant policies from the government of Jilin Province are extremely close to the shift of the rural surplus labors. Realize the effective shift to the secondary and tertiary industry, which is the essential way to improve the development and take-off of Jilin Province's economy and the key to solving the issues concerning agriculture, countryside and farmers. Finally, come up with some suggestions about the policies and working measures for Jilin Province's rural surplus labors shift.
