The Construction Of Multi-Agant Based Early Warning And Alert System For Technical Barriers To Trade

With China's entry into WTO, and the acceleration of globalization of world economy and trade, Technical Barriers to Trade (TBT) has become the main barrier in China's export, and situation is growing much more seriously by the year.With the influence of TBT from other countries, China's export products have been barricaded, China's export enterprises have been restricted, and China has suffered great loss. The main reason for all the loss is the ill-inform of domestic enterprises. Domestic enterprises have few knowledge about the technical standards and laws which are going to constitute, constituting or have already taken effect in import countries, so they are slow in reaction to avoid TBT, even miss the opportunity to do this. So it's an urgent task to build an early warning and alert system to collect and track foreign TBT dynamics. This system will promote enterprises'ability to find the potential TBT warning much earlier, so that the loss can be decreased to the least.Multi-Agent System (MAS) is a loose coupling agent network, and these agents can solve the problem exceeding every single agent's ability by cooperation. Multi-Agent System is autonomic, distributed and coordinative. It has the ability of self-organizing, learning and reasoning. So we can make full use of agent's characteristics, such as intelligent, cooperative and adaptive, and build a reliable, flexible, and extensible early warning and alert system for TBT with Multi-Agent technique.In the field of TBT, there are many early warning and alert systems. Nearly all these systems adopt web architecture, and the implementation of early warning function merely sends TBT-related documents and laws to enterprise-users. So this kind of systems has fault, and is lack of intelligence. Furthermore, though Multi-Agent technique has so many applications, it has never been applied to TBT.After making deep research on one of agent development frameworks——JADE(Java Agent DEvelopment Framework), we proposed for the first time the method of applying MAS to early warning and alert system for TBT, which can make full use of agent's intelligence, cooperation and self-adaptation, and promote the system's flexibility. Also, we developed prototype system for early warning and alert of TBT, and proved the effectiveness of such a system.
