Research On Early Warning Mechanism Of TBT For Lighting Fixture Exporting In China

With the rapid development of economic globalization and trade liberalization, traditional tariff barriers are gradually limited in international economics and trade, but in the meantime, technical barriers to trade (TBT) have been greatly intensified in worldwide. Due to the limitations of various TBT, China's traditional competitive products have been forced to struggle in international market, and China's export trade is suffering huge loss because of that. Especially,as the world's largest producer and exporter of lighting fixture products, China's lighting fixture exporting business is being constantly influenced by all different kinds of technical barriers carried out by developed countries, that is causing a great deal of loss to China's lighting industry. Besides,since China hasn't really established an effective early warning mechanism to prevent from TBT, lighting companies in China are always in a passive state.This thesis introduces the TBT system of lighting fixture products, describes the current circumstance of China's lighting fixture exporting business, and uses theory of non-tariff barriers and signal mechanism theory to analyze the impact that technical barriers have on lighting industry,especially it affects export market and international competitiveness of lighting products. In order to monitor TBT situation, it requires to establish early warning mechanism of TBT for China's lighting fixture, and this thesis focuses on the analysis of system's organizational behavior, consistence of system and analysis of operational mechanisms,and suggests to set up lighting product information systems.research systems of TBT, overseas tracking system and rapidly-responsed system. Furthermore, on the basis of discussing the evaluation of various indicators, a TBT early warning indicator system for lighting fixture products is also established. The purpose of this thesis is to reflect the real situation of TBT on China's lighting fixture exporting business and offer some solutions to fight against TBT, hope it'll help government make wise decisions, and help lighting companies achieve healthy development.
