Study On Beijing Parking Industrialization Policy

The conflict between the rapid vehicle increase and the lag of parking construction has become one of bottleneck problems which affect the development of transportation system in Beijing. Parking industrialization is a valid approach to solve the current parking difficulty. From the present stage, the fund source of public parking construction mainly depends on government, while nongovernmental capital takes low part in parking construction, so the parking industrialization of Beijing just comes into being. For turning the parking construction and development into benign cycle, we need to change the investment and financing mode, which mainly depends on government or state enterprise investment presently, attract the participation of nongovernmental capital, and promote the development of parking industrialization according to the mode of enterprise management. Therefore, it is necessary to study on parking industrialization. The study result will help some department to establish the logical policy, promote the development of Beijing parking industrialization, and avoid going unnecessary detour in process of development.The target of paper is to promote the development of Beijing parking industrialization, and come on the policy of parking industrialization. The paper firstly analyses the actuality of Beijing mechanization, parking establishment supply and parking industrialization. Then the paper analyses the causes which restrict development of parking industrialization. It reviews the relevant studies about parking industrialization at home and abroad in which the foreign research are emphasized, because the domestic research has just started. In succession, it analyses the meaning of parking industrialization, the economy property of parking establishment, the market construction of parking industry, and the market mode of parking supply. Based on vast investigation data, the paper calculates the parking cost of construction and management through the sub-area and classify of parking establishment in detail.
