Study On The Public Parking Industrialization Policy And Financial Analysis

With the acceleration of the process of mobility,the city parking problem increased.The city,especially the city central,due to historical reasons,the proportion of parking spaces was poor,construction public parking facilities become the most effective means to ease the problem of parking.But on the actual situation,the lack of construction funds,high running cost is the biggest problem of road outside public parking supply.Because the status of parking lot investment project has the characteristics of high cost,slow income,it is difficult to attract social capital investment in public parking lot.The research foundation of related research at home and abroad,on the road to public parking lot outside the construction stage,operation stage and management stage related policy analysis,combined with China’s actual parking environmental problems and policy,industry,for the construction and operation of the road outside the public parking lot,the parking industrialization the policy suggestions to optimize the public parking lot outside the road better investment environment,attract social capital investment in public parking lot outside the road construction.Based on the actual Tianjin two typical road outside the public parking lot(independent parking structure and underground parking combined landscaping)investment,operating costs and benefits as the basis,using the financial analysis method to analyze the different policies on the operation of the public parking lot,which makes a quantitative analysis of the effect of policy implementation.With the typical independent parking structure and underground parking combined landscaping investment operations,and to perform the automatic regulation of the market,reduce government intervention and government pressure,put forward to promote Tianjin parking industrialization the introduction of land policy,business policy,price adjustment charges and other related policy suggestions.This study establishes a quantitative analysis method of parking industrialization policy,which can provide reference for other cities to develop parking industrialization policy.
