Many local governments have attached great importance to tourism industry, for its vast industrial cognate effect and high multiplier effect as well as the great contributions it has made to the growth of regional cconomy. Many regions have treated tourism industry as their economy growth point or their pillar industry to boost local economy. However, while tourism industry of many regions has seen rapid development, there appear a series of problems resulted from over-competition among tourist attractions. Therefore, it has great reality significance to study and discuss regional tourism cooperation.Firstly, the author has analysed some relevant theories on the regional tourism cooperation. Together with case study analysis, it attempts to provide theoretical instruction and experience reference for tourism cooperation of the five cities in the North and East of Fujian province. Secondly, the author analyses the situation of tourism development in this region and the elements afftecting its development, while making a close study on the development of tourism market in this region, 1:0 find that the five cities must cooperate in tourism in order to upgrade its comprehensive competitiveness. Thirdly, the author studies the background and feasibility of its cooperation. In view of the actual situation of tourism development, it puts forward a strategic mode of "Radiation function of tourist central cities, multi-axis development, cooperation between the two tourism groups and extensively open development". Then, it focuses on the main contents of how to cooperate in this region, and in the end, it approaches the guarantee measures.Any form of tourism cooperation must bank on its market demands and relevant product system. On the basis of the development of the five cities' tourism market, it establishes tourism target market and tourist origin target market and the positioning of regional market as well. In view of tourist market demands in this region, the author points out, in order to enchance tourism competitiveness, it should construct five selected tourism products and regional tourism product system including mountain-forest ecological tourism, cultural and religious tourism, green agriculturial tourism, red tourism and holiday tourism etc.
