The regional tourism integrative mode is the most important trend of regional tourism cooperation. With the development of tourism intergration, non-obstacle tourism districts come into being. At present, the development of non-obstacle tourism districts is in its primary stage. There is a long journey to realize the integrative goal. The article does a case study on the Pearl River delta region. Firstly, under the requirement of the tourism integration, it studies the basic demand and management model of non-obstacle tourism district. The article studies the need in terms of policy, public sector, tourism behavior chain, transportation and integration of products, distribution, information and talent training. Secondly, it summaries and validates the factors on constructing non-obstacle tourism districts through literature review, questionnaire investigation and data analysis. The main factors include interorganizational trust, commitment towards the relationship, interorganizational dependence, constructive conflict resolution techniques, and products correlations. Thirdly, The article makes interviews to conclude the obstacles on constructing non-obstacle tourism districts, such as interest conflict, low-level cooperation, low efficiency on resource utilization, improper structure of tourism industry, limited mechanism, invalid policy implementation, and disharmony with external sectors. And it finds the root of that, like rigid ideology, bad district protectionism, dissevered tourism market, and trade vallum, etc. Lastly, according to the factors and obstacles studied r.bove, it discusses the strategies to develop non-obstacle tourism districts in order to meet the basic requirement of ideal non-obstacle tourism model. The specific strategies include constructing a strategic alliance and harmony mechanism under the lead of the government, carrying out strategic collaboration among benefits related tourism companies, and building a collaboration network with other correlated institutions.
