Research On The Government's Function In The Regional Technology Innovation System

As the subsystem of national technology innovation system, regional technology innovation system plays a very important role in improving the nation's innovation capability. However, there are some problems in building regional technology innovation system nowadays. The rooted cause lies in that the boundary between government and market in technology innovation system is ambiguous. The government's function is the key to build regional technology innovation system, as our country is now in the period of reformation. This thesis is concentrated on the government's function in the construction of regional technology innovation system in order to find out the real role that the government should play.This thesis consists of four parts. First part is the preface that introduces the purpose and recent research situation in this field. Then, the second part analyses the definition and characteristics of regional technology innovation system as well as the function of enterprises, universities and research institutions, social media organizations and government in the system. In the third part, this paper gains the experience that the foreign governments perform in the construction of technology innovation system, such as America, Japan, France and India, pointing out what are the real functions the government should do to avoid the deficiency and failure of market in resource allocation. Finally, this paper takes Chengdu for example, analyzing the functions of Chengdu government in the construction of regional technology innovation system, pointing out the measures in improving the function of government.
