Regional science and technology innovation ability has become the main source to promote the development of the regional economy. It is also the decisive factor to gain the competitive advantage. The construction of regional science and technology innovation system is an effective means to improve the innovation ability and push the development of it. As one part of the national innovation system, regional science and technology innovation system plays an important role in pushing the construction of the national innovation system and heightening the national science and technology level. Without the improving of the innovation ability, there can not be the strengthening of the national science and technology level.In the construction of regional science and technology innovation system, the government plays the bridge and medium role, and act as the organizer and waiter. As the part of the innovation system, the government controls and harmonizes the forces of every walk of life. On the basis of full exerting of marketing allocation function, proper exertion of government functions can integrate various type of innovations behavior into an organic system, and correct the market failures through creating the biggest innovation performance by mutual conjunctions. So in the construction of regional science and technology innovation system, each regional government plays an important role. On the foundation of describing the constitution, establishment principles, and circulation mechanism, the paper analyzes the government dominant function in the construction of regional science and technology innovation system from the theory. The paper sets up the indexes system of function evaluation of the government dominant function in the construction of regional science and technology innovation system, and system of operational performance of science and technology innovation system. The paper employs multiple linear regression and correlation analysis to build the cause and effect relationship between government dominant function and operational performance of science and technology innovation system in the construction of regional science and technology innovation system. In succession, the paper analyzes the exertive performances of government functions in the construction of innovation system from 31 provinces. At last, taking Shandong province as an example, the paper analyzes problems in exertive performances of government functions in the construction of innovation system, and shortages in the construction of science and technology innovation system, and puts forward some suggestions in perfecting the government functions in the construction of regional science and technology innovation system for Shandong province.
