Recent decade, the theory of industrial cluster got comprehensive attention of scholar and government of every country. It has already become the mutual senses that achieve the rise of economy through implement the strategy of industrial cluster. However, in practice, the underdeveloped area always went to erroneous zone, industrial cluster haven't grown stalk and bud like the anticipation. Therefore, analyze deeply into what function should the government have in the process of industrial cluster development and how should the government show the function in underdeveloped area will have the realistic meaning. There are four parts in this article:First, introduce the conception, character of industrial cluster, deeply analyze the form mechanism of industrial cluster.Second, research the reason of the lag of industrial cluster in underdeveloped area, point out because of the particular form mechanism of industrial cluster, when internal and external condition were possessed, the industrial cluster of non-fund-intensity or non-technology-intensity can breakthrough the limitation of fund shortage, technology weakness, the level of managing personnel is not high, form and develop in underdeveloped area consequently.Third, point out government always play important role in the industrial cluster formation and development, as a result of market mechanism faultiness, local government has more influence on industrial cluster. However, the government of underdeveloped area always went into the erroneous zone.Fourth, take the Textile clothing industrial cluster of Nanping.Fujian for example, put forward of policy suggestion on local government develop industrial cluster in underdeveloped area.
