As a new form of production organization, industrial cluster, featuring in its superior competitiveness and role in promoting the local economic development, has aroused attention from various governments. However, industrial clusters also bring about risks when they are facilitating the economic development. The purpose of conducting cluster policies is to avoid cluster risks and better impinge the cluster development. Thus, to study the cluster policies of a country or an area is meaningful both theoretically and practically.Industrial cluster is rich in its connotation with relatively a large number of concepts and classifications. The competitive advantages of cluster can accelerate the area development, thus, stipulating the corresponding public policies based on the industrial clusters can facilitate the positive development of clusters. By analyzing the concepts, characteristics and categories of cluster policies as well as the risk of the four developmental stages of clusters (birthing, growing, maturing and aging), this paper intends to discover the corresponding policies with the example of Changsha Engineering and Construction Mechanic Industrial Cluster. In terms of the differences between industries, clusters can be subdivided into traditional industrial clusters and high-tech industrial clusters. The traditional industrial clusters are almost the zone economy resulting from the collaboration and specialization of small and medium enterprises. On the contrary, the high-tech industrial clusters, forming a complete industrial chain and outer supporting system, are the organic the integration of high-tech enterprises and organizations sharing the interrelations within a certain area. Based on the study of their characteristics and the cluster policies, this paper puts forward the correspondent policy suggestions for the Liuyang Firecracker Cluster and Liuyang Bio-medical ClusterIn line with the different stages and different industrial policies of industrial clusters, this paper attempts to launch a case analysis of the typical clusters of Chang-zhu-tan Metropolitan Area. Changsha Engineering and Construction Mechanic Industrial Cluster, one of the six key industrial clusters in Chang-zhu-tan Metropolitan Area, maintains the best development momentum of the six. Based on the analysis of it, this paper puts forward four pieces of advice: to reinforce the role of leading industry for the construction of industrial chain; to reinforce the supporting industries and industry collaboration; to construct an interactive network of CEEUSRO; to create a harmonious cluster culture. Liuyang Firecracker Cluster originated from regional the competitive traditional industry, and Liuyang Bio-medical Cluster is a model of industrial zone supported by government. These two clusters belong to traditional industry and high-tech industry respectively. According to the analysis of the two clusters, government's cluster policy should focus on promoting enlargement of firecracker enterprise, gaining the products'recognition and reputation. The policy should also improve the core competitiveness, following the guidance of technological innovation. At present, during the development of bio-medical cluster, cluster policy is accelerating the shift of the government's role towards providing services to the cluster enterprises; improving the industrial chain within the industrial zone; strengthening the construction of public supporting system.Based on the previous findings, the author conducts a global research on the cluster development in Chang-zhu-tan Metropolitan Area and finds the following deficiencies of clusters: being short of global planning of the local industry distribution; the incompleteness of the cluster chain; the poor collaboration of industrial clusters resulting in the low efficiency of innovative group. Hence the author holds the following suggestions: the government should establish a set of laws that can support the small and medium enterprises; the district cluster net and excellent cluster environment should be constructed; industry garden area needs correct guiding; the government should pay attention to the development of human resource and offer some modest fanatical support.
