The Study On The Guidan Of Underdeveloped Areas' Local Government In The Development Of Industrial Clusters

In recent years,with the increasing level of economic development in China,the industrial clusters formed by the physical aggregation between industries and as a promotion of the level of regional competitiveness are widely concerned by the government and the society.It is of theoretical and practical significance to study the development of industrial cluster,to solve the scale of industrial economy,to cultivate small and medium enterprises and private enterprise clusters,to promote the transformation and upgrading of industrial structure,to improve regional economic competitiveness and to promote the leapfrog development in the backward areas.Especially in less developed areas,the realization of economic take-off by implementing industrial cluster strategy has increasingly become the consensus of people.However,because of the inherent defects of the market mechanism and the limitations of the development of the underdeveloped areas,the industrial clusters can not be divorced from the guidance of the local government and rely on the market and the enterprises themselves to achieve sustainable development.The intervention of the local government appears extremely necessary in the field that the market can not be used in the industrial cluster.Haifeng county is a relatively underdeveloped place.Its textile and garment industry,gold and silver jewelry processing industry and jewelry processing industry are the three major cluster industries in Haifeng county.In recent years,Haifeng county has adopted the construction of cluster industrial park,the promotion of cluster industrial brand,the improvement of service platform,the encouragement of technological transformation of enterprises,the extensive recruitment of professionals and the introduction of support policies to promote the development of the three major industries,and the overall economy has been steadily rising.In 2017,the total industrial output value above the scale of the whole county was 35 billion 660 million.Yuan,the total output value of the three major industrial clusters is 19 billion 560 million yuan,accounting for 54.9%,and the three major industries are accelerating to gather and develop,which plays an important role in the economic development of Haifeng.However,the development of industrial clusters in Haifeng county is also facing some serious situations,such as the unreasonable industrial structure,seriouscompetition,and the "small and scattered" operation of enterprises.The intensive management mode is not large,the industrial clusters are imperfect,and the environmental problems are outstanding,and so on.In the absence of scientific planning,policy deficiencies,infrastructure problems and so on.In view of the further in-depth analysis of these problems,and combining the related theories of public management and industrial cluster,this paper puts forward the scientific planning cluster,the creation of a hard environment to promote the development of industrial clusters,the construction of a suitable regional soft environment,a sound public service support system,the creation of a regional innovation system,and the establishment and improvement of human resources development.And the development of the service system and other countermeasures,hope that the government in the less developed areas to develop new ideas in the development of the economy,and provide the quality of decision-making in the implementation of cluster planning.
