Research On Development Of Industrial Zones And Clusters In Underdeveloped Area

With upgrading of industry structure and increasing of capital accumulation in coastal developed area, a great deal of folk margin capital and numerous manufacture industries have been flowing into underdeveloped area. Under this background, the construction of industrial park in the underdeveloped area is like a raging fire. In order to summarize the successful experience of construction of industrial park of underdeveloped area, and explore the inherent law of development of industrial park further, this paper probed into the related mechanism of the industrial park and industrial cluster and summarized the important meanings of constructing industrial park and cluster in underdeveloped area. On the basis of analyzing the social and economic characteristics of the underdeveloped area, the development dynamic mechanism of industrial park was summarized to seven aspects: prime motive power of congenital conditions, leading driving force of the local government, direct force of entrepreneurs and enterprises, radiation effect power of developed regions, core power of system and culture, impulsion of innovativeness and study and industrial park's inner advancing power. Moreover, this paper pointed out the development of industrial park was under the circumstances that a lot of above-mentioned factors act on together. During different course of development, the leading strength of promoting the development of garden was not the same.After investigation and data analysis on the spot, this paper pointed out in the construction initial stages of most underdeveloped industrial parks the function of local government was in the leading position. The compulsive local government was the key factor of making industrial park get enormous achievement. The government was not only a main body of planning, investing, promoting trade and investment, but it was a management mainstay. However, because of mistaken ideas and system defects, the local government was the origin of many questions. As the main body of planning, some governments blindly absorbed in the size and amount of industrial park and enterprise, did not pay attention to strengthening the connection among enterprises as the management mainstay in the garden, ignore the full play of the cluster effect; as the main body of investing, because of the limitations of term of officer, in order to gain outstanding achievements in short term, they inclined to some low quality projects. These questions restrained the motive force of developing continuously and constituted potential threat to local economic stability. Therefore, at the next stage of industrial park construction, on one hand it needs to strengthen the policies and regulations to standardize the behavior of the local government; on the other, it is essential to regard province as the unit, plan and combine in unison industrial parks in the range of the whole province. The government should regard promoting industrials pertinence and structuring industrial cluster system as the primary criterion of enlisting outside investment and fostering the key competitiveness of area. With further development, local government's function on industrial park in underdeveloped area will become weaker and weaker. While the effort of market and the ability of study and innovation will play a more and more important role. And whether the role in the construction of industrial park of local government can be changed successfully, which depends on whether industrial park can build the continuous growth strength. Finally, this paper proposed several measures which can be summarized to two sides: First, foster local industrial cluster, strengthen the information exchange among every joint of cluster network, accelerate the localized course of outside enterprises, promote the implanting of outside enterprises; second, build the local innovative network and construct the good soil to promote entrepreneur's growth.
