| Based on the regional economics and the medium and small-sized enterprises development theory, the paper conducts a systematic theory analysis on the county-regional economy localization, the effective ways of realizing great leap-forward development and the medium and small-sized enterprises development for impoverished counties. Combining with the development conditions of 29 impoverished counties in Hubei provinces, the paper makes a demonstrational analysis for Xiaochang County, the national impoverished county. Compared with the flourishing economy of peripheral rich counties, Hanchuan city and Yingcheng city, the paper seeks to find the differences and gaps, analyze the reasons and explore the potential advantages and the effective way of the leap-forward development.From the practical developing conditions of Xiaochang County, developing the medium and small-sized enterprises and leading the new types of industrialization are all relatively effective ways to realize the great leap-forward development in impoverished counties. County-regional economy, medium and small-sized enterprises are the good interactive body, which is stimulative and complementary to each other. On one hand, the county-regional economy will bring a wider market and development space to the medium and small-sized enterprises .On the other hand, as the main parts of the county-regional economy, the medium and small-sized enterprises which are directly related to the development speed and the quality of the county-regional economy plays a locomotive role in its development Therefore, in the processes of the leap-forward development, the impoverished county should place a great emphasis on the medium and small enterprises from the practical situations of different counties to promote the rural industrialization, agricultural industrialization and urbanization in order to realize the integral harmony development of the county-regional economy. |
