Study On The Policy Of Integrating Land In Macro-Regulation

In 2003 and 2004, while China enjoyed its economy development at the rapid speed, some isolated problems have appeared, such as overheated investment in fixed assets, haphazard investment in some industries and areas, low-level and redundant construction, tight grain supply, and taking up the farmland meanwhile breaking the rule of law. If allowed to grow unchecked, these isolated problems could have had an overall impact, and moreover only fiscal and monetary policies can't completely achieve the aim of macro-regulation, In order to prevent the national economy from fluctuation and guaranteeing its safe function, land policy is made mention of important agenda as one of the macro-regulation tools, namely hoping via land policy effectively to guide the orientation and intention so as to realize the aim of regulation of gross economy function. Integrating land in macro-regulation is a new policy beginning executed from 2004. Although academia have hold the warmly discussion, some experts hold the negative attitude. There has been lack of its systematic analysis as so far, therefore, it is necessary to analyze and perfect China's policy of integrating land in macro-regulation through combing the theory and demonstration.To implement the policy of integrating land in macro-regulation helps to standardize and develop the land market, hold back haphazard investment and repeated construction in some industries and areas, adjust rationally investment scale and industry structure, strengthen national capability of macro-regulation, and ensure the national economy to develop stably and well. Study of the policy of integrating land in macro-regulation, is the research of cross science of land policy and macro-economics, and the new development of these two subjects in special economic development stage. The study exploits the function of land policy in macro-economy regulation, enriches the content of macro-regulation policy, and perfects the current macro-regulation mechanism.
