China’s socialist market economy has entered a critical period of transformation and development. Macro-control is an important tool for our response to market fluctuations in the economic cycle. Macro-control achieves the steady growth of the national economy, effectively safeguarding price stability, adequate protection of residents in employment and maintains domestic and international balance of payments. In2003, the central government created land policy in the macro-control to regulate the smooth running of the macroeconomic with fiscal policy and monetary policy.The land policy directly involved in the macro-control is a new research direction in the worldwide. Due to differences in land ownership and the market system, there is no comprehensive study of the issue in foreign scholars. Since2004, Chinese scholars studied the land policy in the background of macroeconomic regulation, control mechanisms and the performance of in-depth and detailed study. However, there has not yet formed the framework of generally accepted theory so far. China’s land policy in macroeconomic regulation and control is still in the exploratory stage, and the problems encountered in practice and guiding theory will be solved and studied by domestic and foreign scholars.Based on the summary of home and abroad study on the land policy in macro-control, this paper has studied the macro-control mechanism from the land policy in the level of research on the subject. Firstly, we defined the concept of land policy in macroeconomic regulation and control, that was state and local governments develop and implement land policy and related policies, through the intervention of the land market and other markets, to guide and control its operation, in order to achieve healthy, stable and sustainable development of macro-economy. On this basis, we summarized the task of land policy in macroeconomic regulation and control and proposed the goals of land policy in macro-control (overall objective, long-term objectives, goals and current targets) and the subject and the object of land policy in macro-control.Secondly, we analyzed the theoretical basis of the land policy in macroeconomic regulation and control as following: land supply and demand equilibrium theory, theory of social reproduction, the theory of economic growth, land rent theory, resource dependence theory and industrial chain theory, transaction cost theory and the theory of institutional change.Then, we focused on the building of the system of land policy in the macro-control and analyze the mechanism. On this basis, we analyzed the land policy in macroeconomic regulation and control policy system primarily consisting of land supply in policy system, interest in land allocation policy system and the central government oversight mechanisms policy system. Additionally, we discussed the land policy in the transmission mechanism of macroeconomic regulation and control and feedback mechanisms.Finally, the empirical analysis of the practice of land policy in macroeconomic regulation and control was performed. Taking Anhui Province as an example, we reviewed, analyzed and evaluated the practice of the land policy in macroeconomic regulation and control at the provincial level. Combining the review of2004-2012Anhui Province land policies in light of Anhui Province and Anhui macroeconomic development in2004-2011, the land policy in macro-control was evaluated. From the practical effect of macroeconomic regulation and control of land policy, land policy in macroeconomic regulation and control guaranteed the smooth running of the macroeconomic, inhibited the rapid growth of investment in fixed assets, constrained extensive industrial production and management, promoted the real estate market restructuring. However, the current land policy in the macro-control still has some problems, including the lack of coordination of a variety of policy instruments, the use of land policy role without in the main line, the control means dominated by administrative means, the failure to fully achieve the desired effect by the regulation. To solve the above problems, we proposed some suggestions and thinking.
