The current investment growth momentum in China is excessive strong, and the investment scale increases rapidly. The value of RMB increases excessively with a high speed, the financial markets is irregular, and excessive fluctuation exists in the stock market. Some industries are overheated; especially the warming phenomenon in the industry of real estate still exists. Land resources are consumed crazily, the prices of house, commodities, medicine, public services (such as water, electricity, gas and heating, etc.) rise fast. As a result, it is difficult for large part of the residents to accommodate themselves to the rapid increase of prices. To keep the sustainable development of economy and society, the implementation of macroeconomic regulation and control is objectively required. The characteristics of land and the current state-owned land policy have provided a basis for government intervention, and become the basis of macro-control policies. Recently, land policies have been adopted to regulate and control the development of economy in Jiangsu province. Taking this as a case study, the paper analyzes the land policies, so as to rectify the market failures of the land market, improve the efficiency of land use, and ensure the smooth development of economy and society in China.The paper includes five chapters:In the chapter 1, the objective requirements for implementation of macro-control are introduced. By starting with the definition of macro-regulation and control, it analyzes the task of macro-control, the current outstanding problems of socio-economy, the significance of the implementation of macro-control, as well as the objectives, principles and countermeasures of macro-control.In the chapter 2, the land policies in China are described. Based on the definition and characteristics of land, it explains the overall features of China's land, and analyzes the land policies and status of the land market in our country.In the Chapter3, the policies and measures of land macro-control are analyzed. This chapter includes analysis of basic system of land macro-control, dissertation on the relationship between land elements and operation of the national economy, argumentation on the system and theoretic foundation of current land macro-control, and interdiction of the background of China's land policy which participated in macro-control. In this chapter, researches are made on understanding, thinking, analysis of measure, as well as the key point of the land macro-control。In chapter 4, the writer analyzed the basic situation of macro-control with land policy by Jiangsu Land and Resources system, giving an example of Jiangsu Province. First, outstanding issues of current economic and social development of Jiangsu Province are pointed out as followed:the contradiction between inefficient allocation of land resources in urban and rural development and supply-demand; the extrusive contradiction between land supply and demand; the contradiction between programming index and resources actuality; the contradiction between land supply and healthy development of real estate; the effect of economic development cycle on land use. This chapter also introduced main approach of land policy macro-control of Jiangsu Province. Such as, establish insurance system to plan urban and rural harmonious development as a whole, adjust the land-supply policy to promote the transformation and upgrading of the industrial structure, and standardize the management of land to regulate real estate market. Impacts of the macro-control of land management are evaluated. Urban and rural development have entered a new stage, as a result of adjustments to the structure, transformation and upgrading of the industrial structure, and use land intensively to keep the real estate market develop steadily. Improve and exert the regulatory role of a land reserve by the measure of enhancing the level of regulation and control of land management measures with more clear scientific land-use guidance, promoting coordinated regional development, exerting the basic role of the market mechanism in the allocation of land resources, raising the land-use threshold, and constituting different land-supply policy.In the Chapter 5 the countermeasure and suggestion was advanced.
