Study On The Effect Of Domestic Agricultural Support Policy On The Competitiveness Of The Grain Products

With the process of economic globalization, agricultural trade has been showing the trend of liberalization. After China's acceding to the WTO, the traditional means of administrative intervention in production and trade under the system of planned economy can not implement continuously. Government should how to improve agriculture products competitiveness which accords with international practice and norm, is an important subject need to be researched.In general, the cost of China's main grain products is high. The main grain products of our country except paddy do not have cost comparative advantage. It can be explained by the lower agricultural support of our country in some degree. The competitiveness of the domestic agricultural products especially the grain products is low. On one hand, government levy higher agricultural tax on agricultural products, on the other hand the subsidy intensity of agriculture products is much lower than those developed countries.Taking the agricultural support policy experience in the other countries as a reference has important meaning for raising the competitiveness of agricultural products in our country. The rural reform in taxes and fees of our country have gotten obvious effect since implementing in 2000. In recent years, our country also increases subsidy intensity constantly for agricultural products in the scope of WTO regular promising.The paper focus on the introduce into production and trade condition of main grain products at home and abroad, analysis the competitiveness of the comparative advantage index of the main grain products of our country . On the basis of those research, we establish simulated reform scheme through simulate agricultural taxes and fees reform and directly subsidy background, estimate the influence of different simulated reform scheme on the cost and composition of the main grain products in our country, compare them with international cost and price.
