Agriculture is the foundation of the economy, the most basic industry that the mankind depends on for existence and development and the important source of the material for mankind to survive. The development of agriculture is influencing the stability and development of a country directly. But agriculture has innate weak qualities, it can't develop relying on its own accumulation. So, support and protection to agriculture is generally admitted in the range of the world.As China has accessed to WTO, it has to obey the rules. All the members of WTO are making adjustments respectively toward their agricultural subsidy policies. Now China adopts many subsidies rules and ways, which are not in accordance with the WTO's rules and need improvement. The level of our "Green Box Subsidy" is low and its structure isn't reasonable. The "Amber Box Subsidy" is far lower than the developed country. After China's entering into WTO, under the frame of WTO's "agricultural agreement", we've made corresponding adjustments of the agricultural subsidy policy, which have exerted appositive effects like an increase of farmers' income and an increase of grain's output, and which also have remained some problems that need to be resolved. How to regular and strengthen our financial subsidy in agriculture within WTO's "agricultural agreements" has to be a very realistic problem.Through consulting a large amount of materials, I carried on deep research and analyses about the background and development process of China's agricultural subsidy policy. This paper introduces the reason and current situation of agriculture of our country, gives a theoretical and empirical analysis of the primary agricultural subsidy polices now and ever used in the world, and the corresponding impact of the polices. I, in view of international experience, penetrate the strong and weak points of all forms of primary agricultural subsidy polices, and provide a scientific foundation for the appropriate adjustments of our agricultural subsidy polices.
