China is a country lacking of water resources, which distributes unbalancedly on different seasons and in the different regions. The need of water is increasingly extending with the fast pace of industrialization and urbanization, while the efficiency of water usage and water pollution exist at the same time because of the bad management. This causes more pressure to the water supply and many cities and country people are unable to be given enough water. We must solve this problem in the process of modernization. The key problem of China is the efficiency of water usage.The efficiency of water usage can be defined as the relationship between the input of water and the output of water. The efficiency of water usage in China is different in different regions for different regional and economical condition. We write this paper to give some proposals for water management through finding the spatial differences of the efficiency of water usage and its factors. Study on this issue is a possible solution to water problem in China. So this is a meaningful issue.In this paper, we use many economic methods such as empirical, theoretical and so on. We calculate the spatial differences of the efficiency of water usage and put forward the policy proposal based on the regarding theory and the presentation of China's water management. This paper can be divided into five parts.The fist is the preface including the definition of the efficiency of water usage, studying area and regional differences.The second is the theory for this paper.
