Water resource has become a new strategic natural resource after oil in the21st century.With the shortage of it exacerbated, water resource restricted the economic development andthe improvement of the people’s living standards, so the analysis of the utilization of waterresources and solving the problems of the water resource scarcity became more urgent. Thewater footprint is a new method used to measure the water utilization associated with humanconsumption and consumption pattern, and linked entity water and virtual water, measuringthe degree of water resources utilization, is a true reflection of human pressure on waterresources system. Water footprint not only broadens the extension and intension of the waterresource evaluation index system, but also provides a new way of analysis of a national,regional water consumption patterns and solving regional water scarcity problem. Therefore,it has important theoretical significance and practical significance for analysing sustainableutilization of water resources based on the water footprint theory.First, the calculation results show that the water footprint of Tianjin in recent yearsmaintained at7-8billion m3. However, per capita water footprint maintained at630-660m3,but the world’ and the United States’is1240m3and2480m3, there is big difference. With thegrowth of the population, the status will be more serve.For agricultural products, the netexports of the products which content high virtual water are very big, but it is opposite for theproducts content low, and the added value is very small. For the industrial products, the addedvalue is big, but the exports are little.Therefore, it is not rational for the industrial structure,the distribution of water footprient and the utilization of water resource of Tianjin. Increasingthe export ratio of the industrial products and reducing the agricultural products is necessary.Second, the overload of population in Tianjin is more than10million in the recent yearsfrom the point of view of the population carrying capacity of water resources,showing that thewater resources carrying capacity is very fragile, and have been restricting the sustainabledevelopment of the city; from the point of view of the degree of dependency of urbaneconomic development on water resources, the calculation results show that the relationshipbetween economic growth and water consumption continued to be “decoupling”in the2006-2009year.Finally, we constructed the water resources sustainable utilization ecaluation indexsystem, and analysed the regional water resources utilization efficiency and the property ofsustainable development.In recent years, Tianjin has not reached the best state of the waterresource sustainable utilization, and the pressure is still very big.And dig out thecountermeasure for the sustainable utilization according to the calculation results.
